I AM FOR THE VOTER CONFIDENCE AND INCREASED ACCESSIBILITY ACT BECAUSE:

1. Every vote is secured with a Voter Verified Paper Trail (VVPT). Electronic systems, especially Direct Recording Electronic (DRE) systems, are a major threat to confidence since their flaws are well-documented. In short, paperless totals cannot be verified, recounted or audited. A VVPT, with a permanent, durable ballot, is the only way to insure the accuracy of the technology and the viability of every vote.

2. Best practices need to be created now. Current standards for voting machines only define functionality, not security or accuracy. This legislation will mandate development of best practices. It will also outlaw Internet access and wireless capability which will severely limit access from outside hackers.

3. It’s a good compromise for all parties. This bill goes a long way toward reconciling all interests. Voters are protected. States have options in how to handle audits. The monies available for reimbursement to States have been increased to $1 billion. Manufacturers of the systems are required to divulge both proprietary software and hardware yet are still assured of trade secret protection. So the manufacturers, the election officials and the voters all get the majority of what they want.

4. Testing and certification of voting machines become independent functions. Currently the manufacturers are responsible for testing, which is a clear conflict of interest. H.R. 811/S. 559 develops an independent testing and certification system in which manufacturers must apply to the Election Assistance Commission which then selects and pays the lab and invoices the manufacturer for the costs.

5. Audits are required. Audits insure accuracy and are necessary to prevent tampering by insiders as well as outsiders. A hand count of a representative sample of paper ballots will pinpoint machine errors and restore confidence. And if States don’t like the recommended system, they are free to develop equally effective ones.

6. People with disabilities are insured equal access. Access to voting and verification systems was not assured in the Help America Vote Act. Clearly, for every vote to count, every voter must be given equal opportunities TO vote.

7. It’s way past time. It’s already too late to enact these provisions before the 2008 election. Once again, we will have no way to guarantee that the results will be accurate. With so much at stake, and any State able to affect the outcome, America needs to be confident. Likewise, every race is at risk and every candidate and every voter has a vested interest in accuracy.
